Builder sod goes down over compacted subsoil with almost no topsoil under it. It looks fine the first spring and then thins out under the first real summer, because the roots have nowhere to go.
Those lawns need aeration before anything else. Once the soil opens, fertilizer and seed start doing what they are supposed to, and a lawn that seemed like a lost cause turns around over one full season.
